Chief minister of Assam, Dr. Himanta Biswa Sarma, launched the scheme named Chief Minister's Atmanirbhar Asom Abhijan (CMAAA) at the Cabinet meeting on September 12, 2024. Financial assistance would be offered via the Chief Minister's Atmanirbhar Asom Abhijan (CMAAA) Scheme to support the budding youth in their entrepreneurial journey.

Chief Minister's Atmanirbhar Asom Abhijan (CMAAA) Scheme 2024
Through this Mukhya Mantri Atmanirbhar Asom (MMAA) Scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years - 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. Financial assistance would be offered via this scheme. Along with subsidies and an interest-free loan that must be repaid after five years, the government would also offer financial aid to 2 lakh qualified applicants over a two-year period. A stipend of Rs. 10,000 would be given to the prize winners for the training period. The selected grantees will also attend a one-month training programme to develop their management, accounting, and entrepreneurship skills.

Eligibility Criteria of Atmanirbhar Assam
Residentship: Applicant should be a permanent resident of Assam.
Age Limit: The age of the applicant should be within the age range of 28 to 45 years as on 1st April 2024.
Age Relaxation: Relaxation in upper age limit is 3 years for OBC, SC and ST category candidates.
Educational Qualification:
Non-Professional Course Category:
• General Category: Applicant should be minimum Class 10 passed.
• OBC, SC and ST category: Applicant should study up to Class 10.
Professional Course Category: Applicant must possess at least 4 years Degree in the field of Engineering, Medicine, Agriculture, Veterinary & Fishery.
• General Category: Applicant should be minimum Class 10 passed.
• OBC, SC and ST category: Applicant should study up to Class 10.
Professional Course Category: Applicant must possess at least 4 years Degree in the field of Engineering, Medicine, Agriculture, Veterinary & Fishery.
Professional Skills: Applicant should have skills, knowledge, etc. to undertake income generating activities (ITI, Diploma, etc.)
Bank Account: The applicant should have a scheduled commercial bank account opened before 1st April 2024.
Loan Defaulter: Applicant should not have defaulted any loan.
Government Service: Applicant should not belong to a family of govt service holder/ pensioner.
Family: One member per family is only eligible.
Employment Exchange Registration: Applicant must be registered in Employment Exchange of Assam.

Interested and eligible youths may apply online for Chief Minister's Atmanirbhar Asom Abhijan. Applicants shall register their name in official CMAAA Portal and have to filled online application form.

Beneficiary Coverage
Atmanirbhar Asom Scheme aims to cover 2 lakh eligible beneficiaries over the next 2 years. Accordingly, 1 lakh youth will be targeted during FY 2023-24 and rest 1 lakh will be targeted in FY 2024-25.

Financial Assistance
Financial assistance shall be a combination of Government grant plus interest-free Government loan to be repaid after 5 years to establish micro-enterprise/ service units. The beneficiaries, as per their eligibility will receive 2 lakh or 5 lakh in two installments.
Skill Based Training
Selected beneficiaries will have to undergo 1-month training in selected educational/ skill training institutions for enhancing entrepreneurship, management and accounting skills. During this period, Rs 10,000 shall be granted as stipend to participating beneficiaries.
